In answer to your question - as a smoker, I'm fascinated by what you ask & I do know from my Irish grandmothers that senior citizens (Irish and Dutch) men & women usually smoked pipes, instead of factory-processed cigarettes, back then.
(This was before my grandparents' generation - it was normal at the time.) Any cigarette smokers rolled their own with skill, and considered this the norm. Most lived at a great distance from a city, and on an island. Fuel - gasoline, petrol, whatever worked - was rare during two world wars. Local products were all that they had available to them at the time. Totally cut off from imported goods? City shops were not accessible to most people?
I think this also applied to people of other nations, but if you're American, you could find that out by asking around locally?
This is a depressing thing to suggest, but wasn't it customary among native American communities, and something generously inclusive? It is possible that there may have been an enduring British bias against such non-English habits, which could not have been economically viable without foreign imports.
That's my two cents, only a passing thought in time.
Cigars were expensive goods in that context. On any such island, and most recently during world wars, shipping was at a standstill, due to hostile submarine activity. You had a situation where the climate didn't allow for imported products like fruit to be grown locally; military planes wouldn't carry luxuries, so I guess the daily habits of ordinary people developed differently. If a local state grew tobacco, during wartine, that was a great thing, providing extra income for farmers. If you had to rely on a boat doing a deadly run after dark, I guess not! But if it was considered an aristocratic habit, it probably was a popular thing to take up after the poverty of wartime, in imitation of their betters. Or, as a former colony, an acceptable habit which was not considered illegal by the new landowners.
