That holt guy can just go die himself. Smoking cigarettes is a personal choice and it's already been proven fallacy to think that 2nd hand smoke is more dangerous than first hand. But onto the question at hand. I can't say for sure A) Because I have not read this law and B) because I am an American, but over here we're dealing with hellatious cigarette taxes and well.
It takes time to get down to roll your own smokes. Here in America, each form of Tobacco goes in Grades. For instance, packaged pre rolled cigarettes are Tax Class A and were affected first. Then it went to Tax Class G, I believe is chewing tobacco, finally down to Tax Class J which is roll your own cigarettes. It's actually so ridiculous that I used to buy a bag of Bugler rolling tobacco for .95 cents after taxes. Now it's 3.83 cents before tax. It comes out to like 4 dollars for a BAG OF ROLL UP! I just decided that the other dollar and some odd cents was worth it and only smoke Marlboro Reds. A common trick here now is people are buying bags of pipe tobacco (as they call it) but the only difference is this tax grade is different and not included in the bills and the consistency is somewhat longer, sometimes making it harder to roll.
